Basis a decree that was passed in April of 2019, as of September of 2019, international students from outside the EU enrolling to study in France would have to pay a fees multiple times more than their EU counterparts. This fees comes to about 2770 Euros for a bachelor’s programme and 3,770 Euros for the master’s programme. This is far more than some of the countries in Europe and just a fraction of what one would pay in countries such as the U.S., U.K., New Zealand, Australia and Canada.
However, on a positive note, France being a country unto itself, several of the universities have boycotted the decree straight out and will not charge students from outside the EU a fees any higher than those from the EU. Some of these universities are Marseille, Aix-en-Provence, Lyon, Toulouse, Poitiers, Rennes and Clermont-Ferrand. They have categorically stated that they will find the additional funds that are needed elsewhere and not penalize students on account of the geographical location they happened to be born in. Thus, the fees for all will remain at approximately 170 Euros for a bachelor’s degree and 243 Euros for a master’s degree.

Now moving the nub of the article, here are some of the better scholarships available to international students in France:
Eiffel Programme of Excellence
This programme under the ministry of foreign affairs of France is a method to attract the best possible foreign students for master’s and PhD degree. If selected, you stand to receive an allowance of between 1,181 and 1,400 Euros to meet your living expenses plus funds towards your return ticket and free health insurance. Ecole Normale Superieure De Lyon Ampere Scholarships of Excellence
This scholarship offers 1,000 Euros per month, initially for one year and can be renewed based on meeting certain criteria. The programme is focussed towards those choosing to study Sciences, Arts, Human and Social Sciences. More information.
Emile Boutmy Scholarship
This scholarship is targeted at those from outside the EU. The scholarship offers between 5,000 and 12,300 Euros. More info about program here.
The INSEAD Scholarship
This scholarship is based on excellence and on need. The part that is not based on need takes into account merit, nationality, gender, leadership abilities, previous studies and other criteria. The money they pay out is quite useful and it is between 4,000 and 20,000 Euros for the master’s programme. More info about program.
HEC Paris
This scholarship is also for the MBA programme. The amount depends on different criteria and is also based on need apart from the merits of the candidates. The amount is between 6,000 and 24,000 Euros. Information about program More info.
Universite Paris-Saclay
This scholarship is for the master’s programme and they have several members where courses are taught. The amount is 10,000 Euros per year plus expenses towards travel.
